Serghei SPRINCEAN
Serghei SPRINCEAN este născut la 14 decembrie 1973 în or. Chișinău. În anul 1991 a absolvit școala medie nr. 61 din mun. Chișinău, în anul 1996 - Facultatea Filosofie a Universității “Al. I. Cuza” din Iași, specialitatea: Sociologie-Politologie, iar în anul 2000 - Facultatea de Drept a Universității Cooperatist-Comerciale din Moldova, specialitatea: Drept economic. În anul 2006 a absolvit doctorantura din cadrul Institutului de Filosofie, Sociologie și Drept al Academiei de Științe a Moldovei și a susținut teza de doctor în științe politice cu titlul “Grupurile de presiune ca factori de influenţă politică în contextul informatizării sociumului”, conducători științifici: Pantelimon Varzari, doctor habilitat în științe politice, profesor universitar și Teodor N. Țîrdea, doctor habilitat în științe filosofice, profesor universitar, la specialitatea 23.00.01 – teoria, metodologia și istoria politologiei; instituții și procese politice. În anul 2018 a susținut în cadrul Institutului de Cercetări Juridice și Politice al Academiei de Științe a Moldovei teza de doctor habilitat în științe politice, intitulată “Dimensiuni bioetice ale securității umane: abordare politologică”, consultanți științifici: Victor Moraru, doctor habilitat în științe politice, profesor universitar, membru corespondent al Academiei de Științe a Moldovei și Teodor N. Țîrdea, doctor habilitat în științe filosofice, profesor universitar, specialitatea 561.01 – teoria, metodologia și istoria politologiei; instituții și procese politice. În anul 2014 i s-a conferit titlul științific de conferențiar cercetător la specialitatea 23.00.01 – teoria, metodologia și istoria politologiei; instituții și procese politice, iar în anul 2018 titlul științifico-didactic de conferențiar universitar. În iunie 2010 este angajat în calitate de vicedirector (2010-2012) și cercetător științific coordonator la Institutul de Integrare Europeană și Științe Politice al Academiei de Științe a Moldovei, iar din decembrie 2014, ca secretar științific al Institutului de Cercetări Juridice, Politice și Sociologice până în 2026.
A participat la realizarea a numeroase proiecte instituționale, bilaterale și internaționale. Astfel, a fost coordonator național în proiectul internațional "Camps and Camp-like Settings in Urban Environments: Bridging Humanitarian and Development Activities", finanțat de Swiss Network for International Studies (SNIS), instituție beneficiară de grant: Fachhochschule Nordwestschweiz (FHNW), consorțiu internațional dintre University of Applied Sciences Northwestern Switzerland, Universitatea de Stat din Moldova și Universitatea din Iordania (2025 - 2027). A fost coordonator de subprogram implementat în cadrul ICJPS al USM - 01.05.01 „Securitatea națională a Republicii Moldova în contextul aderării la Uniunea Europeană: abordări juridice, politice și sociologice” (SENREMO) (2024-2027). A coordonat proiectul 20.70086.13/COV Atenuarea impactului negativ al pandemiei COVID-19 asupra funcționalității instituțiilor puterii de stat din Republica Moldova (FUNCOV) - proiect de cercetare al ANCD în cadrul ofertei de soluții de cercetare-inovare privind combaterea și atenuarea impactului pandemiei COVID-19 (2020-2021). Pe parcursul anului 2016 a coordonat proiectul pentru editarea monografiei științifice 16.00059.06.11M „Studiu politologico-sistemic al bioeticii și securității umane”. Din 2016 a fost secretar științific, iar din 2021 – Președinte al Seminarului Științific de Profil de susținere a tezelor de doctor și doctor habilitat la specialitățile 561.01. Teoria și metodologia politologiei; instituţii şi procese politice și 562.01. Teoria și metodologia relațiilor internaționale și a diplomației. Este abilitat de CNAA și ANACEC din anul 2015 cu dreptul de conducător al tezelor de doctorat la specialitatea 561.01 – teoria, metodologia și istoria politologiei; instituții și procese politice. Este autor și coautor a peste 340 de lucrări științifice, inclusiv 10 monografii, culegeri științifice și 12 manuale, compendii, suporturi de curs, 6 publicații în SCOPUS si WoS. Este laureat al Premiului Academiei de Științe a Moldovei “Constantin Stere” în domeniul drept și științe politice pentru anul 2017 și deține diploma de câștigător al concursului organizat de ANACEC: “Teza de doctor habilitat de excelență” în domeniul științelor socioumane pe anul 2018. Pe parcursul perioadei 2015-2026 a participat la elaborarea și depunerea a peste 10 propuneri de proiecte în apelurile Horizon Europe și Horizon 2020. A participat activ în peste 150 de Acțiuni COST din 2015. Din 2008 este expert UNESCO în domeniul eticii și bioeticii, potrivit bazei mondiale de date GEOBs.

Serghei SPRINCEAN was born on December 14, 1973, in Chișinău. In 1991, he graduated from Secondary School No. 61 in Chișinău; in 1996, he completed his studies at the Faculty of Philosophy of "Al. I. Cuza" University in Iași, specializing in Sociology and Political Science; and in 2000, he graduated from the Faculty of Law at the Cooperative-Commercial University of Moldova, specializing in Economic Law. In 2006, he completed his doctoral studies at the Institute of Philosophy, Sociology, and Law of the Academy of Sciences of Moldova and defended his doctoral thesis in political science titled "Pressure Groups as Factors of Political Influence in the Context of the Informatization of Society." His scientific supervisors were Pantelimon Varzari (Doctor Habilitatus in Political Science, University Professor) and Teodor N. Țîrdea (Doctor Habilitatus in Philosophy, University Professor), in the specialization 23.00.01 – Theory, Methodology, and History of Political Science; Political Institutions and Processes. In 2018, at the Institute of Legal and Political Research of the Academy of Sciences of Moldova, he defended his *Doctor Habilitatus* thesis in political science, titled "Bioethical Dimensions of Human Security: A Political Science Approach." His scientific consultants were Victor Moraru (Doctor Habilitatus in Political Science, University Professor, Corresponding Member of the Academy of Sciences of Moldova) and Teodor N. Țîrdea (Doctor Habilitatus in Philosophy, University Professor), in the specialization 561.01 – Theory, Methodology, and History of Political Science. ...political institutions and processes. In 2014, he was awarded the academic title of Research Associate Professor in the specialization 23.00.01 – Theory, Methodology, and History of Political Science; Political Institutions and Processes, and in 2018, the academic-teaching title of University Associate Professor. In June 2010, he was appointed Deputy Director (2010–2012) and Coordinating Researcher at the Institute for European Integration and Political Sciences of the Academy of Sciences of Moldova; subsequently, from December 2014, he served as Scientific Secretary of the Institute for Legal, Political, and Sociological Research (ICJPS), a position held until 2026.
He has participated in the implementation of numerous institutional, bilateral, and international projects. Notably, he served as the national coordinator for the international project "Camps and Camp-like Settings in Urban Environments: Bridging Humanitarian and Development Activities", funded by the Swiss Network for International Studies (SNIS)—with the University of Applied Sciences Northwestern Switzerland (FHNW) as the grant-holding institution—involving an international consortium comprising the University of Applied Sciences Northwestern Switzerland, Moldova State University, and the University of Jordan (2025–2027). He also coordinated a sub-program implemented within the ICJPS at Moldova State University: 01.05.01 "National Security of the Republic of Moldova in the Context of European Union Accession: Legal, Political, and Sociological Approaches" (SENREMO) (2024–2027). He coordinated project 20.70086.13/COV, "Mitigating the negative impact of the COVID-19 pandemic on the functionality of state power institutions in the Republic of Moldova" (FUNCOV)—an ANCD research project launched as part of an initiative to provide research and innovation solutions for combating and mitigating the impact of the COVID-19 pandemic (2020–2021). In 2016, he coordinated the project for the publication of the scientific monograph 16.00059.06.11M, "A Systemic-Political Science Study of Bioethics and Human Security." Since 2016, he has served as Scientific Secretary, and since 2021, as Chair of the Specialized Scientific Seminar for the defense of doctoral and habilitation theses in the fields of "Theory and Methodology of Political Science; Political Institutions and Processes" (561.01) and "Theory and Methodology of International Relations and Diplomacy" (562.01). Since 2015, he has been authorized by the CNAA and ANACEC to supervise doctoral theses in the specialization 561.01 – Theory, Methodology, and History of Political Science; Political Institutions and Processes. He is the author or co-author of over 340 scientific works, including 10 monographs and scientific collections, 12 textbooks, compendiums, and course materials, as well as 6 publications indexed in Scopus and Web of Science (WoS). He is the recipient of the 2017 "Constantin Stere" Award from the Academy of Sciences of Moldova in the fields of law and political science, and holds the award certificate from the ANACEC competition "Habilitation Thesis of Excellence" in the social sciences and humanities for 2018. Between 2015 and 2026, he participated in the development and submission of over 10 project proposals under the Horizon Europe and Horizon 2020 calls. He has actively participated in more than 150 COST Actions since 2015. Since 2008, he has served as a UNESCO expert in ethics and bioethics, according to the global GEOBs database.
